How to interpret silence

Or, am I being ignored?  And is it accidental or on purpose?

So here is the question at hand:

A transgender employee who works for a company where all employees work remotely has a birthday.  The company recently started the practice of sending around to the other employees electronic birthday cards for all to sign which are presented to the person on their birthday.

The birthday practice occurred prior the employee coming out as transgender.

The transgender employee's birthday comes and goes, and in spite of their boss wishing them a happy birthday in an email, no birthday card arrives.

It's obvious that the company is aware of the employee's birthday, the only questions remaining are:

1.  Was the person ignored by accident?

2.  If the oversight deliberate, was it due to their status as a transgender person?

3.  What do you think this person should do?
